The Collective Right to Breathe includes 27 patients, users and health professionals’ organizations involved in the fight against respiratory diseases.

Our ambition is to bring together all actors of respiratory health to collectively obtain the implementation of a major national environmental and respiratory health plan.

Nearly 10 million French people are currently affected by a chronic respiratory disease, some very severely. We know that these diseases often start in the first years of life and that they have multiple causes, including environmental factors. In a context of climate change combined with issues related to pollution and emerging or recurrent infectious respiratory diseases, there is an urgent need to act collectively!

Our missions

  • Evaluate the implementation of respiratory health policy measures and their value to patients thanks to the development and annual updating of the national Respiratory Health Observatory

  • Raise awareness about respiratory health issues and the implementation of ambitious and concrete measures to better prevent, diagnose and support the patients concerned

  • Continue to bring together and mobilize all stakeholders involved in respiratory health in a flexible manner, for rapid and effective action

Our mobilization started in 2021 with a national survey of the French population on their vision of respiratory health. Symptoms ignored, risks minimized: the conclusion is clear, the population is not prepared to face respiratory disease issues.

In the light of these findings, our Collective launched in 2021 a citizen consultation platform to collect proposals to address respiratory health challenges in view of the presidential election of 2022. These proposals were presented during the first Respiratory Health Assembly national event of 8 December 2021 under the patronage of the French President.

We are proud to set up this Respiratory Health Observatory whose aim will be to monitor and evaluate public policies on the subject throughout the five-year presidential mandate. The results of the Observatory will be presented during the second Respiratory Health Assembly national event organized on 9 February 2023 at the National Assembly under the patronage of the Minister for Health and Prevention and sponsored by Jean-Luc FUGIT, Deputy of Rhône.

This national Observatory is in line with the International Respiratory Coalition’s efforts to spread our work at the European level. We have decided to organize it around 6 themes covering all respiratory disease issues: fighting against environmental and behavioral risk factors, awareness about respiratory health, health journeys for all patients at all stages of life, screening for respiratory diseases, research and access to innovations and the recognition of respiratory disability.
