The Collective’s analysis

Respiratory failure is not recognized as a disability in France, as it is invisible, but also mainly because of the lack of knowledge of the institutions about it. Between unsuitable evaluation criteria, heterogeneous evaluations on the territories and the lack of understanding of health respiratory issues, it is urgent to shed some light on this problem and to improve support for the people impacted by the consequences of respiratory diseases.

Our priorities for 2023

Enrich the criteria for providing benefits and personal assistants to people with disabilities and standardize evaluations between each department to facilitate the access of people with respiratory diseases to their rights.

Train the teams of departmental handicapped homes (MDPH) in assisting people with respiratory failure to benefit from the status and strengthen their capacity to meet the increased number of people suffering from these diseases and the related invisible disability.

Include respiratory disability in the access policies for people with reduced mobility (PRM) while taking into account mobility issues other than wheelchair.
